29th Parliamentary-Intelligence Security Forum – 5G, Quantum Computing and Neurotechnology: Innovations, Risks and Global Implications

Mr. Mikel Díez Parra, Quantum Global Sales Enablement Lead at IBM, addressed the security implications of quantum computing and its impact on cryptography. He explained that while quantum computing promises major breakthroughs in areas such as materials science, pharmaceuticals, finance, and energy optimization, it also poses a significant risk to current encryption systems that underpin the global digital economy.

He emphasized that modern cryptography used in banking, communications, digital certificates, payments, and critical infrastructure relies on mathematical problems that are practically impossible for classical computers to break. However, with the development of sufficiently powerful quantum computers, these encryption methods could be compromised, enabling the decryption of sensitive data and the forgery of digital identities. Mr. Díez Parra warned of a “harvest now, decrypt later” scenario, where malicious actors may already be collecting encrypted data with the intention of breaking it once quantum capabilities mature. Given that many critical infrastructure systems have long technological life cycles, transitioning to quantum-resistant cryptography cannot be done overnight and requires early, coordinated action.

He highlighted ongoing international efforts, including the development of quantum-safe cryptographic standards and IBM’s work on quantum-resistant algorithms. He concluded that governments and organizations must begin assessing and upgrading their cryptographic systems now, adopting a coordinated and global approach to ensure long-term digital security in the quantum era.
