Senator. Jose Monago Terraza emphasized that modern national security extends beyond physical borders into cyberspace, where hybrid threats—cyberattacks, misinformation, infrastructure sabotage, and financial manipulation operate without declaration of war. He highlighted that Spain, like other nations, faces increasing cyber vulnerabilities, including attacks from state-linked actors such as China, Russia, Iran, and North Korea.
He stressed the importance of systemic resilience, which involves anticipating, adapting, and recovering across governmental, social, and essential service sectors, guided by principles of synchronization, sustainability, solidarity, and subsidiarity. Cybersecurity must be integrated into legislation, critical infrastructure, and digital product design, supported by public-private cooperation, sustainable investment, and rigorous oversight. He concluded that cybersecurity is a matter of state policy, essential for sovereignty, democracy, and social cohesion, and requires proactive, coordinated action at national, European, and international levels.
