21St Parliamentary Intelligence-Security Forum – Corruption and Transnational Organized Crime

Honorable Silvia Giacoppo, representing the Parlamento Latinoamericano y Caribeño (Parlatino), expressed gratitude for the invitation extended by Shirley Rivera. She subsequently highlighted a model law developed in collaboration with Crime Stoppers between 2019 and 2020, which serves as a means to combat transnational crime. The law’s objective is to incentivize countries within the region to integrate shared legal frameworks to address crimes that transcend national boundaries.

Giacoppo observed that Ecuador has already incorporated elements of this model into legislation pertaining to corruption, illicit trade, and human trafficking. The Dominican Republic is also contemplating similar measures. Giacoppo underscored the increasing exploitation of technological advancements and institutional vulnerabilities by organized crime, thereby emphasizing the imperative of regional cooperation.

She concluded by urging parliamentarians throughout Latin America and the Caribbean to fortify democracy through transparency, foster collaboration with civil society organizations, and establish secure platforms that facilitate citizen reporting of crimes. This approach ensures the effective implementation of laws against organized crime.
