In his presentation, Hon. Wimpy Fuentebella characterized the Philippines as the most vulnerable country in the world due to natural hazards, internal conflicts, cyber security threats, geopolitical risks, and oil supply chain vulnerabilities. To address these challenges, he advocated for an energy security

strategy that is anchored on reliability, affordability, sustainability, and the alignment of the country’s energy blueprint with its national development plans.

Hon. Fuentebella stressed that transitioning to clean energy involves a shift from coal to nuclear and renewable energy, and addressing coal supply issues caused by external dependencies. He emphasized the need to address infrastructure and security challenges such as aging infrastructure, grid capacity issues, limited renewable energy storage, and cyber security concerns. He emphasized the importance of improving energy security laws across the entire supply chain, and aligning these laws with the goal of achieving a healthy community and reducing pollution.

In his final remarks, Mr. Fuentebella advocated for the passage of critical energy security laws and the continued support for innovation in renewable and energy storage technologies. He highlighted the potential use of the mobile energy system and the importance of disaster resilience and cyber security. He also emphasized the need for a whole-of-nation collaboration to achieve the goals of the Philippine Energy Plan and ensure energy security.
